The boards float up...a few basic solutions.
-Ballast. Did you see mine with the leaden stars?
-If they're mounted on bolts - tighten them. I don't like this method.
So--how are they mounted to begin with?

Ed, yes I did see yours, and several others, with the embedded ballast approach. It's something I'd thought about, too, off and on for a long time. Those boards were the original, finely shaped leeboards that came with the sailing kit and I never made any attempt to modify them. They were attached to the angles with bolts and wingnuts--both probably too small to be effective enough (I don't recall the exact size). Their replacements are somewhat larger boards from scrap ply that haven't been tried yet on the Sportspal. (They were salvaged from the Kingfisher after it was converted to thin metal plate boards.) If memory serves, I've also replaced the original bolts and wingnuts with larger ones to see how that goes (since that worked out so well on the Wigeon leeboard).

I use thick, bronze bolts and wingnuts with several washers. between the board and mount I use a plastic washer made from a detergent bottle which seems to eliminate binding.
I have another idea I need to play with once I return to planet Earth next week.
