Yes they are blow-ups. I bought these from FolBot for about $250 that included the AKA cross arms. I checked around at Balough's, Hobie, and one other I can't think of and I think FolBot had a lot of quality for a very good price. It has an outer nylon shell and an inner bladder. They blow up tighter and smoother then the first picture. The second picture is with out the longer cross bars inplace. This shorter setup could be used for just paddling in rough conditions.

Wonderful, I didn't know there were inflatable outriggers. Mine are big and reliable, I made them in 2008 winter. I like them and they are reliable.

18' squared doesn't sound excessive to me, (possible under-sailed.) not that I know what I am talking about, myself being a computer chair Canoe-Sailor. The rig sounds like a lateen rig. An easy rig to construct, Ed would advise bamboo for spars and so do I. John's advice about, 'PolySail International' should give you lots to think about (Thanks John.) My friend the sail maker, 'The Captain' takes a dim view of using tarps for sails but I suspect its professional prejudice.
I suggest you should think about lee boards first, specifically the lee board thwart and lee board mounting bracket. Considering your limited space it may be a a bit of a design challenge. On that theme i.e. limited space I think you should consider a rig more like John's than the lateen rig. And therefore the akas and amas should be considered as well.
But be aware Matt; your thread is being Hijacked by the out-rigger gang! Ed has convinced me and I have come down on the side against training wheels. However I have to comment on John's pneumatic Amas(es) (what is the plural of amas), nice amas.
Years ago I thought about floats made from inner tubes sliced opposite the valve and then sealing the ends with a plug or gathering it together sausage link like.
